Standards and measurements require things existing to compare one against the other passed/doesn't exist anymore, present/global and universal current events, hasn't evolved yet, hasn't existed so far.

Buy all standards.. a 3,000$ drone interceptor that can continuously try try again and go home if no target is hit is much more economical than three $1 Million dollar missiles that sometimes the drone "squeaks" through.
